Course Introduction
Digital public infrastructure is becoming a foundational component of modern government, enabling secure, interoperable, inclusive, and scalable digital services across institutions and society. Digital identity, payments, data exchange, registries, authentication, consent mechanisms, and shared digital platforms can reduce duplication while expanding access to essential public services. The Advanced Digital Public Infrastructure Strategy and Management Training Course equips government leaders and professionals with the strategic and managerial capabilities required to design, govern, finance, implement, and continuously improve digital public infrastructure.
The course examines DPI as an ecosystem rather than a collection of individual technology projects. Participants will explore how foundational digital capabilities can be structured as reusable infrastructure that supports multiple government agencies, service providers, citizens, businesses, and other stakeholders. Particular attention is given to interoperability, open standards, modular architecture, institutional coordination, shared platforms, cybersecurity, privacy, inclusion, resilience, and long-term sustainability.
A major focus is placed on strategic planning and institutional governance. Participants will learn how to assess existing digital infrastructure, identify capability gaps, define national or institutional DPI priorities, establish governance arrangements, and coordinate investments across agencies. The programme addresses the challenges of fragmented systems, overlapping mandates, legacy technology, inconsistent standards, data silos, institutional resistance, limited technical capacity, and competing priorities.
The programme also explores the management of core DPI building blocks such as digital identity, payments, trusted data exchange, digital registries, authentication, consent, notification services, electronic signatures, and interoperable government platforms. Participants will examine how these components can be designed and managed to enable secure, seamless, citizen-centered services while avoiding unnecessary duplication and excessive dependence on proprietary technology.
Security, privacy, trust, inclusion, and resilience are integrated throughout the training. Participants will examine cybersecurity architecture, data protection, identity assurance, access management, fraud prevention, operational continuity, incident response, vendor risks, and safeguards for vulnerable populations. They will also consider how DPI can unintentionally create exclusion, concentration of power, surveillance risks, digital divides, or systemic dependencies if governance and design principles are inadequate.
By the end of the course, participants will be able to develop and manage comprehensive DPI strategies aligned with national development priorities and institutional transformation objectives. They will gain practical approaches for architecture planning, governance, interoperability, investment, procurement, ecosystem development, risk management, service integration, performance measurement, and emerging technology adoption.
