Course Introduction
Digital transformation is reshaping how governments deliver information, benefits, licensing, taxation, healthcare, education, social protection, identity, and other essential public services. However, digital transformation can also deepen inequality when services are designed without sufficient consideration for people with disabilities, limited digital skills, language barriers, low literacy, limited connectivity, affordability constraints, older populations, rural communities, or other access challenges. The Advanced Digital Inclusion and Accessible Public Services Training Course equips public-sector professionals with the strategic and practical capabilities needed to ensure that digital government benefits are accessible and equitable.
The course explores digital inclusion as a whole-of-government transformation priority rather than simply an issue of providing internet access. Participants will examine the interaction between connectivity, affordability, devices, digital skills, accessible design, relevant content, trust, identity, assisted support, and institutional capability. They will learn how to identify structural barriers preventing people from accessing government services and develop interventions that address those barriers across policy, technology, service design, infrastructure, workforce, and community engagement.
Accessibility is treated as a core component of service quality throughout the programme. Participants will explore how accessible websites, applications, forms, documents, authentication processes, notifications, content, kiosks, mobile services, and physical-digital interactions can enable people with different abilities and circumstances to complete government transactions independently. The course also addresses accessibility testing, inclusive research, assistive technologies, accessible content, procurement requirements, design standards, and organizational accountability.
A major focus is inclusive service design. Participants will learn to understand the experiences of people who encounter barriers when accessing public services and translate those insights into better service journeys. They will examine user research, personas, journey mapping, accessibility audits, inclusive co-design, usability testing, behavioral insights, service prototyping, and assisted-digital models. Particular attention is given to designing services that work across different channels and providing effective alternatives when a fully digital interaction is inappropriate or inaccessible.
The programme also addresses the policy, governance, technology, and operational dimensions of digital inclusion. Participants will examine accessibility standards, inclusive procurement, digital identity, interoperability, mobile services, public access infrastructure, digital skills programmes, community partnerships, and data-driven inclusion strategies. Emerging technologies such as artificial intelligence, generative AI, conversational interfaces, automated translation, speech technologies, and assistive technologies are considered alongside their opportunities and risks, including algorithmic bias, inaccurate outputs, privacy concerns, and new forms of exclusion.
By the end of the course, participants will be able to develop practical strategies for making government services more inclusive, accessible, usable, and equitable. They will gain capabilities in digital inclusion strategy, accessibility governance, inclusive service design, assistive technology, accessible content, channel strategy, procurement, workforce capability, performance measurement, and organizational transformation.
