Course Introduction

Digital transformation is fundamentally changing how public institutions design policies, manage resources, deliver services, engage citizens, and coordinate government operations. Modernisation is no longer simply a matter of introducing new software or converting paper processes into electronic formats; it requires a fundamental reconsideration of institutional structures, operating models, workforce capabilities, governance arrangements, service design, data use, and leadership. Successful digital government transformation requires alignment between technology investments and public-sector objectives.
