Course Introduction

The Advanced Decentralized Public Administration and Local Government Management Training Course provides senior public-sector professionals with advanced knowledge and practical capabilities for managing decentralized institutions, strengthening local government systems, coordinating public functions, and improving the quality and efficiency of services delivered at subnational levels. The programme integrates governance, administration, planning, finance, human resources, technology, performance, accountability, and institutional development.

Decentralized public administration requires clear responsibilities, capable institutions, effective leadership, adequate resources, reliable information, and strong relationships between national and local government structures. Participants will examine how decentralized systems can be designed and managed to promote responsiveness, subsidiarity, accountability, efficient resource use, citizen participation, and equitable access to public services.

The course explores the complete management environment of decentralized government, including institutional mandates, organizational structures, functional assignments, strategic planning, budgeting, revenue administration, procurement, workforce management, service delivery, infrastructure, information systems, performance management, and intergovernmental coordination. Participants will develop practical approaches for connecting strategic government priorities with local implementation.

Particular attention is given to the management challenges created by overlapping responsibilities, unequal institutional capacity, limited resources, fragmented information, political-administrative relationships, and varying local development needs. Participants will examine mechanisms for coordinating national policies with local plans, aligning budgets with priorities, managing shared functions, resolving institutional conflicts, and strengthening accountability across government levels.

Emerging issues are integrated throughout the programme, including digital decentralization, smart local government, artificial intelligence, integrated management information systems, GIS, digital public services, open government, climate-resilient local administration, data governance, participatory governance, metropolitan management, and technology-enabled service delivery. Participants will consider both the opportunities and governance risks associated with rapidly changing administrative technologies.

By the end of the course, participants will be able to strengthen decentralized administrative systems, improve local government management, coordinate institutions, optimize resources, modernize services, develop capable workforces, manage performance, strengthen accountability, and implement institutional reforms. The programme equips public-sector leaders to build responsive, resilient, innovative, and results-oriented local government systems capable of meeting complex development and community needs.
