Course Introduction

Complex public problems increasingly cross the boundaries of government departments, private organizations, civil society, communities, academia, and development institutions. Issues such as poverty, climate resilience, public health, urban development, unemployment, digital inclusion, and infrastructure cannot be solved effectively through isolated institutional action. Advanced Cross-Sector Public Problem-Solving Training Course equips leaders and practitioners with structured approaches for diagnosing shared problems and mobilizing diverse capabilities toward practical solutions.

Cross-sector problem-solving requires participants to understand different institutional mandates, incentives, resources, capabilities, constraints, and perspectives before attempting to design solutions. The programme develops advanced skills in stakeholder analysis, systems thinking, problem framing, collaborative inquiry, evidence synthesis, root-cause analysis, and solution prioritization. Participants learn how to move beyond fragmented responses and create shared problem definitions that support coordinated and actionable interventions.
