Course Introduction

The Advanced Climate Change Policy Monitoring and Evaluation Course is designed to equip professionals with advanced skills in assessing the effectiveness, efficiency, and impact of climate change policies and programs. As climate investments and policy interventions expand globally, robust monitoring and evaluation (M&E) systems are essential to ensure accountability, transparency, and measurable results in climate action.

Participants will explore how policy M&E systems are used to track progress toward climate mitigation, adaptation, and sustainability goals. The course emphasizes results-based frameworks that connect policy design with measurable indicators, enabling decision-makers to assess whether climate actions are delivering intended environmental, social, and economic outcomes.

A core focus of the course is the design and implementation of climate-focused M&E frameworks, including logic models, theory of change approaches, performance indicators, and data collection systems. Participants will learn how to develop evidence-based evaluation tools that support adaptive policy management and continuous improvement in climate governance.

The program also examines the role of data systems, digital tools, and analytics in strengthening climate policy evaluation. Participants will explore how technologies such as remote sensing, AI-driven analytics, and integrated data platforms improve the accuracy, speed, and reliability of monitoring systems across different governance levels.

In addition, the course addresses challenges in climate policy evaluation such as data gaps, attribution complexity, institutional weaknesses, and resource constraints. Participants will learn how to overcome these challenges by designing practical, scalable, and context-specific M&E systems that strengthen accountability and policy learning.

By the end of the course, participants will be able to design and implement advanced climate policy monitoring and evaluation systems that improve decision-making, enhance transparency, and ensure effective use of climate resources. The program prepares professionals to become leaders in evidence-based climate governance and performance evaluation systems.
