Course Introduction

This course provides an advanced understanding of how budget policy coordination supports effective national and sectoral economic planning. It focuses on aligning fiscal policies with macroeconomic objectives to promote stability, growth, and sustainable development outcomes across government systems.

The program explores the institutional arrangements and policy frameworks that govern coordination between ministries of finance, planning agencies, and sector institutions. Participants will learn how to harmonize competing priorities within constrained fiscal environments to achieve optimal resource allocation.

A strong emphasis is placed on integrating macroeconomic forecasting with budget formulation processes. The course demonstrates how economic indicators, revenue projections, and expenditure ceilings are used to shape realistic and sustainable budget policies.

Participants will also examine intergovernmental fiscal coordination, including how national and subnational governments align planning and budgeting systems. This ensures consistency in development priorities and efficient use of public resources across different levels of government.

The course integrates modern policy tools such as medium-term expenditure frameworks, results-based budgeting systems, and fiscal simulation models. These tools support evidence-based decision-making and improve coordination between economic planning and budget execution.

By the end of the course, participants will be able to design and implement coordinated budget and economic planning systems that enhance fiscal discipline, improve policy coherence, and strengthen national development outcomes
