Course Introduction

Investment promotion agencies play a strategic role in attracting, facilitating, retaining and expanding domestic and foreign investment that supports national economic priorities. Their performance must be assessed against more than headline investment announcements, since announced projects may not proceed, investment values may change, and economic benefits may take years to materialise. The Advanced Assessment of Investment Promotion Agency Performance Training Course provides a structured approach to evaluating agency mandates, institutional capabilities, investment attraction strategies, investor services and measurable development outcomes. It enables participants to understand how agency performance can be assessed consistently, transparently and in ways that inform executive decisions.

Effective performance assessment begins with a clear understanding of an agency’s mandate, operating environment and theory of change. Agencies differ in their legal authority, sectoral priorities, geographic responsibilities, available resources and relationships with other public institutions. These differences influence what constitutes credible performance and which indicators are suitable for measuring results. Participants will examine how to translate national investment policies into agency-level objectives, define realistic performance expectations and establish logical connections between resources, activities, outputs, outcomes and longer-term impacts. The course also considers how to distinguish the agency’s contribution to investment outcomes from external influences such as global market conditions, investor confidence, infrastructure availability and regulatory reforms.

A comprehensive evaluation system requires a balanced set of quantitative and qualitative indicators. Investment project pipelines, investor inquiries, conversion rates, facilitation times, project implementation, capital expenditure, employment and investor satisfaction can reveal different aspects of institutional performance. However, each indicator must have a clear definition, reliable data source, appropriate reporting frequency and accountable owner. Participants will learn how to design performance scorecards, establish baselines and targets, interpret trends, compare results across periods and identify misleading conclusions arising from incomplete or inconsistent information. Particular attention will be given to distinguishing activity measures from substantive results, and to ensuring that performance targets encourage strategic value rather than simply rewarding the volume of recorded activity.

The course places strong emphasis on evaluating the quality, sustainability and inclusiveness of investment outcomes. Investment promotion effectiveness cannot be understood solely through the number or nominal value of projects attracted; it also involves examining the durability of investment, productive employment, workforce development, domestic supplier linkages, technology transfer, environmental performance and geographic distribution. Participants will explore methods for incorporating these dimensions into performance frameworks while recognising the differences between agency-controlled outputs and wider economic impacts. They will also consider how to use appropriate weighting systems, sector-specific indicators and sustainability criteria without creating unnecessarily complex reporting systems or encouraging agencies to prioritise easily measured results over strategically important development objectives.

Modern investment promotion increasingly depends on integrated data systems, coordinated public services and responsive investor relationships. Customer relationship management platforms, project-tracking systems, investor surveys, administrative records and structured stakeholder consultations can help agencies identify service bottlenecks and improve operational decisions. Yet digital tools deliver value only when data definitions, governance arrangements, reporting responsibilities and quality controls are established. This course examines how to assess the reliability and usefulness of management information, measure the effectiveness of investor aftercare, evaluate service standards and strengthen coordination between investment agencies and other government institutions. Participants will practise interpreting dashboards and performance reports to determine where resources should be redirected and which operational improvements are most likely to produce meaningful results.

Finally, effective performance assessment must lead to institutional learning, accountability and continuous improvement. Evaluation findings should inform strategic planning, budgeting, staff development, programme redesign and engagement with policymakers, investors and development partners. Participants will examine benchmarking techniques, evaluation designs, contribution analysis, cost-effectiveness assessment and proportionate approaches to measuring additional investment outcomes. They will learn how to communicate findings to boards and senior officials, explain limitations transparently, formulate corrective actions and establish follow-up mechanisms that track whether recommendations are implemented. By the end of the programme, participants will be equipped to develop an actionable performance assessment framework suited to their agency’s mandate, organisational maturity, data capacity and national investment and development priorities.
